The leaking charge may yet come. They are charging him with a lesser offense of lying to investigators. They are keeping the leaking charge in their back pocket for leverage.
For anyone who doesn’t remember, this guy works on the Senate Intelligence Committee, and on the day they got the unredacted FISA application, he leaked it while it was in his custody before it was redacted.
How do we know? He texted her 82 times on that day, and the document is 82 pages long, unredacted. The Redacted document had only 40 or so pages IIRC that were not TOTALLY redacted. He wouldn’t have texted her pictures of black pages.

While federal prosecutors on Tuesday recommended a two-year prison sentence for James Wolfe, a former director of security for the Senate Intelligence Committee who pleaded guilty in October to a charge he lied to the FBI about his contacts with journalists, his former bosses urged the judge to show mercy.
A letter to the judge from current committee Chairman Richard Burr, R-N.C., and top Democrat Mark Warner of Virginia, and former chairwoman Dianne Feinstein, D-Calif., urged no prison time for Wolfe, who was director of security for nearly three decades.....

The New Yorker reports the unidentified senator contacted Daniel Jones, a former Senate Intelligence Committee staffer, around March 2017 to review data regarding a possible link between the computer servers of the Trump Organization and a Russian* bank called Alfa Bank.* I might add, if I am not mistaken, that Alfa bank's not just a "Russian" bank but more important in the Senators' eyes it's run by Joos so mainly the reason the Senators got their panties in a wad over this bank was one of the dual nationalities [Russian/Israeli] of the bank execs. Funny thing is all the related articles try really hard to keep Warner's coconspirator Senator secret. Feinstein seems the most obvious possibility, but why so hush hush?Jones, who worked under California Democratic Sen. The article received heavy criticism from cybersecurity experts and tech reporters who said the server communications appeared to have an innocent explanation, such as spam or mass marketing email traffic.
According to The New Yorker, a handful of Democrats pursued the Alfa Bank theory. One was Virginia Sen. Mark Warner, the top Democrat on the Senate Intelligence panel. A second Democratic senator was also exploring the angle, and approached Jones.
