They could if they tried. Non-military drones are generally short-range, and we could track them by their control signals. The military should get involved, treating it as good training, since our soldiers WILL see similar things used against them by jihadis overseas.

This should officially be treated as a violation of airspace, a true threat to our law enforcement and civilian population, and handled with extreme prejudice.
Life is of no concern to the cartels and their Mexican authorities south of our border. Nearly 100,000 people have died at their hands, in not very many years.
If Mexico does not, or cannot deal with this immediately, we need to create a wide DMZ south of our border, from which nothing can make it to our border.
This type of assault could justifiably be defined as an act of war. Additionally, Russia and China have significant military assets south of our border. We cannot allow Mexico to be their proxy.
And we absolutely can deal with this. Even a fraction of what we are able to do now would eliminate almost all of this.
