Jennifer Rubin wasn't satisfied with accusing President Trump of having "killed" the Puerto Rico hurricane victims. Nope, Trump killed them "twice," according to The Washington Post columnist that the paper still describes as writing "from a center-right perspective."
Today on Joy Reid's MSNBC show, AM Joy, commenting on President Trump's disputing of the Puerto Rico death toll, "center-right" Rubin said: "Donald Trump has killed those people twice. Once through neglect in oversight, and secondly, disgracing [sic] that they died at all."

Here's the key statement in the report: We estimate that in mid-September 2017 there were 3,327,917 inhabitants and in mid-February 2018 there were 3,048,173 inhabitants of Puerto Rico, representing a population reduction by approximately 8%. We factored this into the migration displacement scenario and compared it with a census scenario, which assumed no displacement from migration in the hurricanes aftermath.
In other words, they guessed at the number of people who left. Then they calculated the mortality rate from the same six month period in past years. Then they multipled that mortality rate by their estimate of the remaining population. Then they took the full number of deaths from the 6 month period after Maria and subtracted the estimate of the number that should have died.
There are two glaring problems with this methodology. First they are guessing at the number of people who left. Their guess uses a "survey" of airline passengers. Obviously not complete and there's no way to know if it is representative. Second, the young and healthy people left and left the old and sick behind to die. That's essentially the same problem as France in the 2003 heat wave. 15,000 old people didn't die of the heat in France, they died because they were neglected.
But Hitler, Mao and Genghis Khan only killed finite numbers of people. /sarc

I would make this comparison on Puerto Rico....if you brought up corruption and said New Orleans was a solid ‘10’ on a scale of one to ten for corruption....then PR would be ranking a ‘15’ on the same scale.

Your post is right on the money. Corruption in PR is pandemic and has been. The answer is to put a military governor in place with the 82 nd Airborne to get that mess under control.
