Is there anything illegal about it, if they DID collude to keep him out? Seems to me that any NFL owner/coach that really wanted him would not have hesitated to hire him even if other owners/coaches thought he was damaged.

I’ve heard that some players are toxic in the locker room, a bad influence on others , stir up trouble, etc.
I can’t think of any examples, but have heard such talk, that teams pass on free agents all the time, for reasons aside from their playing ability.
And such actions are not illegal.
