Secondly, ICE needs to set up a table at EVERY Walmart across America to monitor all the ill-gotten CASH that’s being wired home each month. I live in a Cow Town of 283 people - our nearest ‘city’ has a population of about 2K and the Super Duper Walmart is MORE than happy to help you wire money anywhere in the world.

Like a fee of $10 per person fee to cross the border into the US. Given the number of vehicles backed up at legal entry points every day we'd be paying for a mile or more of wall every day.
Trucking companies would add it to their bills so make it part of the law enacting the fee that the bill from the trucking company has to break out and identify that fee as a separate line item and waive the fee for US owned and operated trucking companies that use US citizen drivers.
The cost of the driver is no big deal but adding that waiver is a nice touch to make it clear to the Mesicans who is and who isn't paying for the wall.
It will get paid for by Mexico and Mexicans.
