I think that means Obama never averaged 3% growth for a year. It could mean that there was a least one year in which Obama never had 3% growth in any of the 4 quarters.
You're right, it's the former.
Obama never had a calendar year over 3%, although he did have 4 consecutive quarters that averaged over 3% 2014-2015.
The fact is these quarterly numbers bounce around a lot - Obama actually had one quarter above 5% - but that couldn't get the average for the year up enough.

A year with quarter scores of 1, 1. 1, 3 is a year that did not average 3, but it did have one quarter that hit 3.
A year with quarter scores of 3, 2, 4, 3 is a year that averaged 3.

It might have been Nassim Nicholas Taleb, in his educational and entertaining book, The Black Swan, first edition.
