Haiti needs to be re-colonized. Perhaps we could induce the French to return and offer to take control of the country long enough to set up a stable, functioning government, eliminate corruption, restore the confidence of the people in the government, and revive the economy. They could be repaid in commodities, then after a suitable period of time leave for home.
