Where there is extreme emotion, there is no common sense.
That would insure that the national EPA isn't overstepping its authority.
If a state EPA oversteps, it is closer to the citizens and therefore more accountable and if the citizens don't like what it is doing, they can move to another state.

They - the media - have part of creating the drunken kool aid that says that all that is important is the severity of a claim, regardless of the veracity of any evidence. They have mixed up and sold that brew to the sheeple for so long they have become drunk on it themselves and are now critically intoxicated with it.
The worst of it is their drunken stupor and the rages they go on from it are transmitted and taken as is by the sheeple as well, bringing on and heightening the incivility in the body politic. Their hysteria makes for mass hysteria.
The EPA moved from cleaning the environment to shutting down industry about 40 years ago.

The EPA has become a tool of the left and environmental extremists to shut down meat production, large scale farming, logging, mining, land development, etc. Another govt agency that the democrats conveniently use to advance their agendas.
