Just move in and calmly arrest everyone of them...Put them all in holding cells...Tell them charges are pending...Then tell them the courts are backed up and they’ll have to wait in the holding cells until their hearing...

That would be the local Sheriff dept, and police, but I ma guessing the local law enforcement are in agreement with the protesters, or have been told to stand down.
They were breaking the law and should have been arrested and prosecuted.
