The USAF used to be part of the US Army. And people who still insisted that aircraft were ‘newfangled gimcracks’ didn’t see the sense in letting the US Army Air Corps become its own branch of service.

Trump tried to get this included in last years National Defense Authorization Act. It was opposed by virtually the entire DOD, including Mattis. The idea of a separate Space Corps was killed in conference. Instead, the 2018 NDAA boosts the position of Air Force Space Command, by extending the term of its commander to six years, and making it the sole command for all Air Force space forces.[24][25]

Same reason there’s now a separate cyber branch. There are completely different strategies, tactics and technologies involved. The procurement of those is completely different. AFAIK, there’s no much at DARPA for space, unlike for cyber. I have no idea how we’re going to pull our butts out of this fire, but it is long overdue.

I agree with the thrust of what you were saying, but we have not one, not two, but three manned orbital spacecraft currently in the pipeline. Orion, Dragon V2, and the CST-100. We have no shortage of manned vehicles in the pipeline, we have a lack of operational manned vehicles with all three of the aforementioned being behind schedule.
