I think history is against you because universal top down order doesn't work. It operates on the fundamental fallacy that those at the top can make universal decisions for everyone everywhere and that they will serve the interests of the broader community rather than themselves. The South Koreans made a deal with President Trump and was able to avoid the tariffs on steel and aluminum. The South Korean government did not treat us with disdain.
The tariffs affect Canada, Mexico, and the EU. I suppose it sucks to be in the EU when they are punished as a block.
Canadian, Mexican, and European leaders decide not to negotiate on trade deals because they don't want the deals changed. They know it is in their favor. Instead of negotiating, they all criticize President Trump policies and insult him personally.
Canada's Trudeau keeps talking about how Canada is such a great ally. Although it is true we have fought together, Canada would need to double it's defense spending to meet it's NATO commitment.
Mexico is not in NATO and the Mexican government has not cooperated with the "war on drugs" or to stem the flow of illegal immigrates coming to the United States. In fact, they have actively worked against US efforts.
NATO Europe is not a great ally either. Only Poland, Estonia, United Kingdom, and Greece are meeting their NATO obligations.
Will the tariffs still apply to the UK when they are officially out of the EU? It could be a loophole that would quicken the pace of dissolving this horrid union.

During the cold war American bombers protected Canada from the threat of the Sovirt Union. How much did Canada contribute towards the cost of that protection? ZERO DOLLARS!
