While no-one has yet to see the actual Inspector General Mike Horowitz report outlining how the DOJ and FBI handled the Hillary Clinton email investigation, the media are beginning to shape the narrative
In a summary of Bill Priestaps testimony, via The Hill, the narrative begins by focusing on James Comey: Priestap completely backed up everything that Comey said, according to a source familiar with his testimony. The narrative construct gains clarity with a report from ABC highlight James Comey as insubordinate:
(Via ABC) The Justice Departments internal watchdog has concluded that James Comey defied authority at times during his tenure as FBI director, according to sources familiar with a draft report on the matter.
One source told ABC News that the draft report explicitly used the word insubordinate to describe Comeys behavior. Another source agreed with that characterization but could not confirm the use of the term.
In the draft report, Inspector General Michael Horowitz also rebuked former Attorney General Loretta Lynch for her handling of the federal investigation into Hillary Clintons personal email server, the sources said. (more)

Well, then, that play, if indeed it is what they are making has some unintended consequences for them...and Mueller...as the entire construct of the obstruction of justice play against Trump is about his firing of Comey. If now Comeys firing is what was needed, and nothing more, then not only has Russia collusion fallen apart, so has obstruction of justice.
It's a wash. Actually, it's 80% in your face to Trump so they can ignore the nuke meeting.
If Mueller and Rosenstein cared about the law or [uncontrollable, hysterical laughter] fairness, what you say is true. But if the DS cared about such things, the witch hunt would never have started in the first place.

Strzok still works at the FBI. Contrast that to McCabe who was fired almost a month before the McCabe IG report was released.
Priestap and Strzok have synced their stories.
Comey and/or McCabe will take the fall.
The Deep State is still firmly in charge of the Jeff Sessions DOJ and FBI.
Rosenstein is in charge. He calls the shots.

I guess we’ll just have to wait and see, but I won’t be surprised if the IG intentionally chose what is actually an inappropriate term to minimize Comey’s behavior, sort of like Hillary’s “extreme carelessness” rather than the legal term gross negligence.
Probably just McCabe. Comey looks to be getting the Hillary treatment. Of course if McCabe succeeds in procuring immunity then there’s no scapegoat—just a lot of sound and fury signifying nothing.

He would have had to be insubordinate to Lynch/Obama. Why didn’t they fire him? Comey was following orders and I don’t think he will take this characterization too well. It is to protect Lynch/Obama.
After DoJ and FBI get through with their review of the IG report, whole chapters will be redacted and everybody will be exonerated.
