BTW, Mike Pence was the public face who spoke of the “Libya Model”.
Not sure if Trump is using Pence and Bolton as the “bad cops” in this negotiation...
And every time I have seen Bolton interviewed since his appointment, he has been very carefully deferential to the policy objectives of Trump. If he truly is playing “bad cop”, I think it is at the direction of Trump . . . . JMHO
Bolton’s got enemies. He needs to stay behind the scene and watch his tongue. Give his best advice and let the boss take the heat if his advice is rejected.

For the record, I am a Bolton fan. He is a prime example of “talk softly and carry a big stick” principle.
I really do not know the definitive reason, but he certainly has shown favoritism to Shia Islam nations over Sunni Islam nations. Perhaps Obama’s Muslim teachings were of the Shia Islam. Egypt, Libya, and Syria are all Sunni nations. Iran is only currently standing with Syria to fight Americans, otherwise, they are no friend of Assad either. The two Islam factions do not like each other at all. They only unite for common causes, such as fighting America or Israel.
Why does the Obama Regime (which is not yet disbanded, though they may not hold all the levers of power) seem to tilt toward the Shia version of Islam?
Two words: Valerie Jarrett, a Shia Muslim born in Iran, and probably was the Shadow President all during the Obama Regime.

Bolton might be another one of the bad guys reporting to the Deep State. Nothing in his resume refutes that possibility.

My guess is the administration strategy was to float the Libya Model concept and that Pence was assigned to deliver the message.
Bolton was briefed on the matter but not given permission to talk about North Korea that way.
