If the “government” (APPARATCHIK) and the press are collaborating with spies to spread disinformation and SUBTERFUGE, the PRESIDENT is supposed to be the one in charge of that effort, and if not, he is supposed to NEUTRALIZE the THREAT to his OFFICE.
