Not a problem.

All he has to do is hold an Article 15 convention, get 38 states to agree with him, and presto...Bob Mueller outranks the President.

Should be no problem.

Liberal Judge's tortured and convoluted interpretation of this direct and clear language: "The founders, in recognizing that pardons could not apply to impeachment, implicitly are acknowledging the supremacy of congress in the pardon function. Therefore in cases where congress places specific guidance on how the President shall exercise the pardon power, it is merely a manifestation of the power placed in congress to prevent pardons in the case of impeachment. Thus limitations can be made by congress on pardons."

Judges have interpreted constitutionality so, I can see a judge actually deciding on this much more readily than applying this power to the legislature.

You cannot legislate away the constitution.

Can only change pardon ability with an amendment.

The Congress does not have the power to take away what the Constitution grants. It’s the Constitution that empowers POTUS to grant clemency and pardons.
