When you think about that Constitutional clause, the only place where the US military can defend our borders from invasion is at the border. Otherwise, we’ve already been invaded.
The leaders of this so-called caravan have said they are not disbanding.
They just may be broken up into smaller groups heading north of the border.

Look at the last part:

Congress is on recess and if those people cross the border it would cause domestic violence.

If someone is unarmed and breaking into your house to assault you and your children...would it be OK to kill them so that they wouldn’t kill you and your family? Toughen-up.
However, the called up militia will report to the President, so the check and balance is that the President doesn't have to deploy them (e.g., Obama would let them rot if a Republican Congress called them up, and a Republican Congress won't call them up because they know that Trump would deploy them).
Add the phrase "against U.S. citizens" and he is correct.
