Baier is a maroon. I think Abe Lincoln already set that precedent in 1861 in a big way. And didn't George Washington lead an army into Pennsylvania during his presidential administration to surpress the Whiskey Rebellion?
Maybe the army can work on building the wall while they are on border guard training maneuvers and supervise a chain gang of illegals waiting to be processed for deportation while they are at it.
