As previously reported, Dr. Malloch, a contributor for Infowars was detained by the FBI shortly after his plane arrived in Cleveland, Ohio. In Feburary 2017, it was rumored that Malloch was going to be chosen by President Trump to be the Ambassador to the United Nations. The FBI could have grabbed him for making ‘false statements’to two US Banks previously reported by the Financial Times on March 2, 2017.
From what we have been told– “What I can tell, it seems like he called Jerome, told him what was happening as it was happening and then his phone and laptop were taken”

So “No”, an otherwise located attorney is not actually a second Special Counsel, until which time he is actually named as Special Counsel.

Attorny-General Sessions has the authority and the duty to rein in an increasingly out-of-control Special Counsel.
The power immediately available to Jeff Sessions is clearly spelled out in this informative article.(Bold added)

Sessions Constitutionally must directly supervise Mueller. This includes Sessions power to notify Mueller and formally revoke Mueller’s authority at any time in cases that do not concern the campaign itself. Sessions can remove Mueller’s authority to request search warrants, subpoena grand jury testimony, subpoena grand jury records, target individuals, or issue indictments unless the subject matter is constricted to the campaign itself."
