Boo Yah - I'm not an attorney, but enforcing a border HAS GOT TO BE an International Obligation. Also, under"SAFETY OF HUMAN LIFE OR PROTECTION OF PROPERTY (NATIONAL SECURITY) - Page 7, we read, "Counter Drug Activities ..."

The Treaty of February 2, 1848 established the United States-Mexico international boundary. The treaty of December 30, 1853 modified the boundary as it exists today.

Let’s hope he approves the military appropriation for the Wall. Someone at DoD anonymously told the WP today that Congress has to approve the Wall.

Not under the Feed and Forage Act - that’s what this whole memo is all about. It gives all the circumstances the President can spend money on, without Congressional Authorization. It Was going to be invoked if there was a Govt shutdown. The President can spend money to “Enforce Treaties” and stop drugs (see post above - it’s straight from the memo) - The US has border treaty with Mexico, President can build a wall to stop drugs. I think that’s what all the tweets are setting us up for.

Sanders said Tuesday that Trump is still considering ways for Mexico to pay or the border wall, though she declined to provide specifics. “I can tell you that the continuation of building the wall is ongoing, and we’re going to continue moving forward in that process,” Sanders told reporters at the White House. Yet Sanders declined to elaborate on whether using military funds would actually be pursued. “I’m not going to get into the specifics,” she said, adding that the wall is “necessary to defend the country.”

I sure hope the plan goes smoothly. There seem to be some minor obstacles in the way. I heard a comment by Ann Coulter on Lou Dobbs today from an anonymous source at Defense to the WP. The buck was being passed to Congress. Was it fake news or was it a deep stater?

According to page six of the posted article, the SecDef has to sign off. Is Mattis 100% behind Trump’s military funding plan?

The resistance is ubiquitous. Trump needs everyone in his cabinet on board and vocal.

I thought, and said as much, during the campaign that the wall was low hanging fruit, and the President could declare it a wartime necessity and make it happen faster than the Alaskan highway and no court could stop him. But Trump hasn't tried to rally things that way. It's been the most surprising thing.

They already did, when they passed The Secure Fence Act, which remains law.

I am no lawyer either but this looks like authorization to militarize our border if needed.
