Guest host Katy Tur asked Perez shouldn't it matter who is a citizen of this country, in terms of representation, and who is not.
Perez said trying to figure out who and who is not a citizen is a "scare tactic" and called it "voter suppression" to only county U.S. citizens in the census. He said not counting non-citizens will hurt "funding formulas."

They want to change it to count the number of U.S. citizens so that they can engage in very not subtle voter suppression. That is illegal and that is totally inconsistent with what the north star of the census in Republican and Democratic administration has been.
It's been about accuracy. That's why you see folks from the Bush administration and other Republicans who are calling out this complete overreach. I mean Donald Trump before this announcement was made was already fund raising off of this.
This is just another divide-and-conquer effort. This is a first cousin of this voter I.D. law to make sure that African-Americans and Latinos can't vote. This is not who we are as a nation. This is not why people died for the passage of the Voting Rights Act.

Simply asking the question doesn't mean that those who answer "no" aren't counted in the census.

Perez, just tell us to our face what you plan to do with non-citizens.
They aren’t, because the political establishment is a criminal enterprise, and we are the enemy.
They are really close to getting their new voter base for life to be able to vote. It was very frustrating to watch them spew their talking points on TV yesterday.
I do not think Perez is a total idiot but he likely believes the effect of such a question will be to decrease a state’s population for House representation not keeping illegals from voting. States like Cal, NY, Ill, NJ and yes Texas he fears would see their House numbers decrease if the Census reported fewer citizens. Of course the dumb thing about this is that the Constitution Art One only says numbers of persons and not citizens when apportioning the House. However the phrase Indians not taxed might, by a clever constitutional lawyer, be applied to illegals on the theory that they are citizens of a foreign nation and subject to it. Indeed Mexico’s present President and its past President, Fox, by their statements and interventions contribute to that fact. And that could result in a significant decrease in the representation of some, mostly Dem, states.

I wonder why such question was never posted on tax return forms ...... no ethnic question whatsoever when I am paying my taxes, and filing for refunds.
