President Donald Trump briefly threatened to veto a giant spending bill on Friday and then reluctantly signed it to keep the military funded.
The lack of funding for a border wall with Mexico is likely one of the presidents biggest frustrations. Trump mentioned the wall when he threatened to veto the bill. The $1.3 trillion budget includes just $1.6 billion for wall construction along the southern border, far short of the $25 billion needed to accomplish Trumps signature campaign promise.
To make matters worse, the spending bill specifically prohibits Trump from building the kind of wall he wants. The president nevertheless celebrated the progress and pointed out that construction can begin immediately.
But Trump also dropped an eyebrow-raising hint that he could take an unprecedented option and build the wall using the enormous military budget.
I want to address the situation on border security, which I call national defense, Trump said. I call it stopping drugs from pouring across our border. And I call it illegal immigration. Its all of those things. But national defense is a very important two words. Because by having a strong border system, including a wall, we are in a position, militarily, that is very advantageous.
For the first time, Trump underlined the significance of the barrier as a military structure and a matter of national defense. Up to now, the president promoted the wall as a way to curtail illegal immigration and stop the deadly flood of illicit drugs. The introduction of the walls military function is significant, especially in terms of funding it.
Roughly half of the spending bill is dedicated to the military for a total of over $654 billion allotted to the Pentagons base budget and overseas counterinsurgency operations. Thats enough to build the wall 26 times.

Established law for over a hundred years. The local people won’t win along the border but we may have to pay to cross their land to get there. IT depends on how we progress
There are some flooding issues that have need attention for decades. Even Mexico wants those issues fixed. ACOE. Will be perfect to build dams , levees and bridges.

He does NOT need permission from ANYONE. Just watch. Back on December 21, 2017, while everyone was apoplectic over his rumored calling of certain places s**tholes, POTUS declared a State of National Emergency, which gives him authority to do ANYTHING he deems necessary for National Security.
Good catch. If heard the theory that the Army Engineers could do the job with the funds allocated. I hadn’t head what Trump said, though. When put in that context, it makes a lot of sense.
If we use the U.S. Corps of Engineers to build dikes and Sea walls, why can’t they be given the job of building the wall according to the new specs? Sounds like a good plan to me.

two buildings 1200 miles apart, with a 1200 mile long, 8 foot wide, 40 foot tall hallway connecting them.
My dimensions were a little different from yours but 1200 miles long, ending with two detention building with all the Border Wall necessities and the hallway between big enough for two lanes of traffic. Or some such thing. Gotta be big enough for trucks to pass each other. You know. Ane 40 feet tall is critical...just critical. Ha!

National emergency - use some discretionary spending. Over time with implementation of FAIR trade with Mexico; instead of the fleecing of America, balance sheet will show that Mexico will pay. The border is rife with human trafficking, drugs etc. Not to mention the threat of terror combatants who can get into the country. The construction of a wall is a National Security issue.
Rush said it was like watching Trump ride the elevator back upstairs. If it pans out that it was a rope-a-dope the reason Trump was riding the elevator was because his brass-ones are to heavy to carry up the stairs.
Using the sum they allotted, but Military has lots of discretionary spending.

You need to do some research on the letter that Trump sent to McConnell & Ryan just after he signed and authorized the construction. Couple that with the National Emergency declared and the subsequent EO’s he has signed this is all perfectly legal as a National Defense Expenditure. Remember Illegal’s and immigration issues are now under the authority of DHS and they are and can be considered to be enemy combatants and other categories. Brown the Clown and his minions gave us a great gift by deciding to side with illegals in conflict with Federal law and they have acted in a subversive fashion by trying to protect them from Federal Illegal Immigrant Enforcement efforts.
