Did Trump Just Hint at Building the Border Wall Using the Military?

President Donald Trump briefly threatened to veto a giant spending bill on Friday and then reluctantly signed it to keep the military funded.

The lack of funding for a border wall with Mexico is likely one of the president’s biggest frustrations. Trump mentioned the wall when he threatened to veto the bill. The $1.3 trillion budget includes just $1.6 billion for wall construction along the southern border, far short of the $25 billion needed to accomplish Trump’s signature campaign promise.

To make matters worse, the spending bill specifically prohibits Trump from building the kind of wall he wants. The president nevertheless celebrated the progress and pointed out that construction can begin immediately.

But Trump also dropped an eyebrow-raising hint that he could take an unprecedented option and build the wall using the enormous military budget.

“I want to address the situation on border security, which I call national defense,” Trump said. “I call it stopping drugs from pouring across our border. And I call it illegal immigration. It’s all of those things. But national defense is a very important two words. Because by having a strong border system, including a wall, we are in a position, militarily, that is very advantageous.”

For the first time, Trump underlined the significance of the barrier as a military structure and a matter of national defense. Up to now, the president promoted the wall as a way to curtail illegal immigration and stop the deadly flood of illicit drugs. The introduction of the wall’s military function is significant, especially in terms of funding it.

Roughly half of the spending bill is dedicated to the military for a total of over $654 billion allotted to the Pentagon’s base budget and overseas counterinsurgency operations. That’s enough to build the wall 26 times.

It’s about time that Trump recognized that the Wall is a means of preventing terrorists from entering the US, and thus building it a military operation.

Seabees was my thought too. Think about that. A large highly trained and patriotic construction force (of US citizens) let loose on the economy after their service is up.

The Heritage Foundation says that Trump has already accomplished 64% of his agenda, far more than Reagan in his first year.


During Reagan’s entire 8 years, he had to contend with
Democratic House majorities. Most of what Trump has accomplished is what any generic GOP president would have done, if he had majorities in the House and Senate.

What was special about Reagan was his political coattails. His being at the top of the ticket gave the GOP as 32 seat increase in the House (short of a majority, but a big increase) and a 12 seat increase in the Senate. Trump had negative coattails - the GOP lost 2 Senate and 6 House seats.

The 2018 mid-term is looking like a bloodbath. I’ll be glad to be proven wrong, but we’ll see in less than 8 months.

There was 1.6 Billion appropriated in the spending bill was
passed. That gets a good start on getting basic things together

I’ve been wondering why he can’t use national defense budgets to get this done.

Is it possible that is part of why he asked for such much for the military?

"NO use the Army Corps of Engineers/Seabees/Combat Engineers of all branches. They’ll do it right and at a speed that Trump is used too. No fooling around using Union Construction slugs. (though they might be motivated to keep out invaders that take their jobs at slave wages) Using the Military on this will drive the left bonkers...watch the lawsuits fly.....Trump can declare a National Emergency!"

* POTUS can authorize force for 90 days w/out Congress
* So do it in 90 days.
* POTUS has authority over Treasury, he could request "Wall Bonds" but he is being nice not to piss off Ryan.
* He could use monies donated if an org is set up.
* He could request a Military Operational Area "MOA" and make a 30 mile swath a no fly zone. Man that'll piss of the Fake News, no Mika in a Helicopter, Priceless.

Tell me how I what I proposed is factually incorrect, not illegal, and or not doable on top of what you posted.

Purpose statute.

Can’t use one appropriation if there is another appropriation more properly suited for the purpose. In this case I read that the wall is Homeland security.

The military doesn’t have the manpower to build the wall. Most of these type of engineering projects that are done by the military use civilian contractors. In addition, unless there is a specific line item in the defense appropriation that covers the wall panel procurement, there won’t be anything to build it with.
