I've never been a huge fan of Luntz but I think he's an interesting and harmless establishment GOP operative. I don't know him well, but his apology seems sincere and very much in character with my perception of him.
I also think he may have made the defining post-election statement about the 2016 campaign starting around the 42:40 mark in this documentary:
