My bet is that Trump's WH lawyer takes it and directs it to others, with a request for remark. IOW, Trump has likely delegated handling of the release. His preference for transparency is known, but others know what "secrets" are exposed by making the memo public.
I would also think that it works to Trump's advantage to let this just run its course. Five days. Meanwhile a MAGA SOTU. The press will choose what and how to cover. But none of what they cover can be Trump's involvement in investigation of the FBI, if Trump is not involved in that investigation.
The press was noticeably deflated today when they were told Trump had nothing to do with McCabe's departure.
