MONTGOMERY, Ala. (AP) Alabama Democrat Doug Jones on Thursday will be officially declared the winner of a U.S. Senate race after a judge rejected Republican Roy Moore's last-ditch effort to stop the certification of Jones' historic upset in a deep-red state.
Montgomery Circuit Judge Johnny Hardwick denied Moore's request for a restraining order to stop Alabama's canvassing board from certifying Jones' victory on Thursday.
Alabama Secretary of State John Merrill said Jones will be certified as the winner of the Dec. 12 election on Thursday afternoon. He will be sworn in on Jan. 3.
A spokesman for Jones earlier called Moore's action a "desperate attempt ... to subvert the will of the people."
"The election is over. It's time to move on," Sam Coleman wrote in an email.
Jones defeated Moore by about 20,000 votes. Moore's campaign was deeply wounded by accusations of sexual misconduct involving teenage girls decades ago. Moore denied the accusations and said he has taken and passed a polygraph test to prove they are false.
Moore's attorney wrote in the wide-ranging complaint that he believed there were irregularities during the election, including that voters may have been brought in from other states. He attached a statement from a poll worker that she had noticed licenses from Georgia and North Carolina as people signed in to vote.
The complaint also noted the higher-than-expected turnout in the race, particularly in Jefferson County, and said Moore's numbers were suspiciously lower than straight-ticket Republican voting in about 20 Jefferson County precincts. The complaint asked for a fraud investigation and eventually a new election.

Yes, I don't get the jubilation/lament over this. Doug Jones's stay in the U.S. Senate will be all of a half Senate term, and he'll almost certainly be unceremoniously fired by the voters in Alabama come 2020, should he seek reelection.
Like Scott Brown winning that special election in Massachusetts during Obama's first year in office, it's a pure anomaly. Brown got defeated by Elizabeth Warren too, having never won a full Senate term of his own.

Agreed, Jones won't get reelected after this term.
Moore was probably the only Republican who could have lost to him.

While some of this seems credible, there’s also some that’s not. For example, the statement that precincts had Republicans and democrats standing is separate queues is something that I have never seen in nearly 30 years of voting in Alabama. I’m pretty sure that party affiliation isn’t even known in a general election.
Another example is the statement that many cars with out-of-state plates were seen in many polling places. Not only is that anecdotal, but it also ignores the fact that Alabama requires a photo ID to vote.
I have no doubt that vote fraud occurred. It’s what democrats do; I’ve worked several elections in Alabama and have seen it first-hand. However, I’m skeptical that there was massive fraud as is being claimed. The sad truth is that we ran a polarizing, highly-flawed candidate who was very beatable - all it took was democrat dirty tricks, a complicit media, and lack of funding by the GOP swamp. We’ll get it back in 2020....

The live feed from the Alabama Secretary of State Live Reporting of the Alabama US Senate General Election VERIFIED the voter fraud, and ALL the networks showed it in LIVE TIME.
Judge Roy Moores Write-In Vote totals WENT DOWN from 24,000 to 16,000, and then WENT DOWN to 14,000 votes ?
You want to explain JUST HOW that happens with the time stamped screen shots,
without being FRAUD by someone manipulating the totals in LIVE TIME ?
That's 10,000 write-in votes right there ....THAT WERE FLIPPED FROM JUDGE Roy Moore, TO Doug Jones; making a difference of 20,000 Votes stolen. And that's ASSUMING that Judge Roy Moore got ZERO more votes while the "Vote Flipping" was being done !

I wish the FEC would hammer them with million dollar fines for interfering in the election process. Fine them for what? Exercising their right to freedom of speech by criticizing a candidate?

I'm not sure, but I'd like you to explain two things to me in order to clear up some confusion:
1.) How/why did Roy Moore and Doug Jones receive thousands of write-in votes when there was a single race with Moore and Jones being the only names on the ballot?
2.) Assuming he did receive write-in votes, then how are they tabulated in near-real time by electronic voting machines?
Unless something has changed since I last worked elections, write-in votes are tabulated well after the fact. They often aren't tabulated at all unless the race is very close or a candidate contests the race. In this case, write-ins were ordered to be tabulated; the order was given on December 18 - six days after the election.

Fine them for what? Exercising their right to freedom of speech by criticizing a candidate? Years ago I got into trouble with the FEC for doing exactly that. Little did I know at the time that people aren't allowed to exercise their freedom of speech if it interferes with an election.
I got lucky and they dropped the charges against me, but it was an eye opening thing to learn that you can't just say or do anything you want if it has a significant effect on an election.
I'm not kidding. I still have the letter from the FEC in my desk.

Your questions are answered in the videos I linked to in the previous comments.
Also they are answered in this video:
Things have changed!
Bennie Smith, a Memphis computer programmer, discovered HOW this is done through a
" ... a GEMS tabulatorfor Global Election Management Systemwhich is a personal computer installed with Diebold software that sits in a windowless room in the countys election headquarters.
The tabulator is the brains of the system.
It monitors the voting machines, sorts out which machines have delivered data and which havent, and tallies the results.
As voting machines check in and their votes are included in the official count, each machines status turns green on the GEMS master panel.
A red light means the upload has failed.
At the end of Memphiss election night in October 2015, there was no indication from the technician running Shelby Countys GEMS tabulator that any voting machine hadnt checked in or that any votes had gone missing, according to election commission e-mails obtained by Bloomberg Businessweek.
Yet as county technicians followed up on the evidence from Smiths poll-tape photo, they discovered more votes that never made it into the election night count, all from precincts with large concentrations of black voters. ... "
Diebold Election Systems changed its name in 2006 to
Premier Election Solutions.
Bloomberg's article titled
How to Protect Against Election Day Hacking gives more proof of this by Memphis computer programmer Bennie Smith.
"... The method Smith used to catch the problem should be a playbook for any candidate, party or concerned citizen worried about the accurate tallying of their votes:Smith snapped some pictures of printed voting tallies (known as poll tapes) at a high-turnout polling location and then compared the results there to the electronic tabulations.
This is a very good, if labor-intensive, way to check to ensure that votes are being counted correctly.
Smith has created a proof-of-concept program called Fraction Magic, showing how corrupt officials could tamper with GEMS to manipulate election outcomes.
This map shows all the locations across the U.S. that use the GEMS vote-tabulation system as of Nov 2016.
