In later life, he grew tired of killing people, but was ruthless and business like about it when he had to do it. In later years he laid low in FL to avoid assassination, and worked by proxy. The authorities in FL wanted no part of him, and arrested him constantly, but could not keep him imprisoned.
Earlier, he was generous with neighborhood walking around money, helping widows pay hospital bills, etc. Had a heart of gold so long as you didn't cross him.

You start out with an example of a woman who greased the skids for her daughter. Now that did sound like a citizen appropriatedly hauled up short...although it falls a bit short of the kind of deceit and treachery now taking place in D.C.
Your next example surely sounds like one of your execs got the lash simply for having kept sketchy notes, right? Or is your point that even the slightest misdeeds are rooted out and crushed in closed session?
It's hard to share your enthusiasm (capital letters and epithets don't seem to help) for the government accomplishing great deeds behind the vaunted closed doors.

I think during Watergate the question arose as to whether a sitting President could even be indicted. Nixon became an unindicted co-conspirator so as to avoid having to answer this question.
