Minnesota state law is pretty clear on what the next steps will be, stipulating that in the event of a vacancy in the Senate, a special election shall be held at the next November election if the vacancy occurs at least 11 weeks before the regular state primary preceding that election.
Frankens resignation, if it happens tomorrow, will indeed occur more than 11 weeks before the state primary, meaning that a special election will be held in November 2018 to decide who Frankens permanent replacement will be.
In the meantime, Democratic Governor Mark Dayton is given the ability to make a temporary appointment to fill any vacancy, according to state law.
In other words, Dayton can pick whoever he wants and this pick is guaranteed to be a Democrat. Which Democrat? That is still up in the air, but leading candidates would have to be Rep. Keith Ellison, Attorney General Lori Swanson, State Auditor Rebecca Otto and Lieutenant Governor Tina Smith.

This is always the game played by Democrats. Vacate the seat early enough that the governor then picks the replacement who will inherit the fundraising machinery of the person stepping down and then has the “incumbent” advantage in the election. The challenger usually cannot compete, so you never really have an “open” seat.
It’s always scheduled that way in may state, local and national, so a lot of people just don’t even vote any more because in effect, successors are always simply picked by the governor from a list provided by the State Democrat Party.
How about Dayton names himself. Been done before.
Being Minnesota they just might appoint a Somali refugee.

No. Minnesota already has its mussulman Senator Ellison, it now needs to find a mussulman Representative - there are lots of Somalis in the state who who fit the bill - don’t see why it would matter if they are legal or illegal, speak English, or are still Somali citizens ... Minnesotans would not care or rather they’d just love it.
