Who is ultimately responsible for teaching students to read and on the other end who is responsible for learning to read?
The teachers in these under-performing schools are paid to teach. If they are failing in that task they should quit or be fired.
If the students want to learn to read who is stopping them? People have taught themselves to read for centuries. With the internet available almost everywhere it should not be that hard.
I bet these schools are getting more money per student than average from the state.

New York City started giving literacy test to teachers a couple of years ago. Didn’t last long because more than 50% of the minority teachers were failing and that’s RAYCISS.

And those so-called teachers will never be fired, they will put in their 20 plus years and collect a pension in retirement that pays them more than their students will rarely earn.

There are some serious problems there.
We also have a country where the vast majority of unarmed security guards are Felons.
God only knows who gets hired as a TSA agent.
And then there are the Civil Servants in Government jobs that can’t be fired.
Well, since California has taken it upon itself to spend taxpayer dollars to educate the children of Mexico, it might as well do a good job of it.

Actually not. Many of the Spanish speaking immigrants are poorly educated and do not speak or write well in either language.. When asked if I was bilingual, I used to joke I was bilingually illiterate (actually multilingually). It isn’t a joke now.
Suing on behalf of teachers? Can you sue if you are the cause or at least part of the cause of the problem?

I think you would have to make it at home now, haven’t seen it in stores since the late 50’s or early 60’s.
