What did TRex in was his request for a new ice breaker (for his OPEC clients) to make it easier to deliver oil to Japan and China via the NorthWest Passage.

Call me cynical, but I'm suspicious of most staff officers who rose through the ranks during the Obama and Bush years. There were "Stalinist-lite" purges during those years, cleansing the ranks of anyone who did tow the party line. In particular, anyone who didn't buy into the "Religion of Peace" meme.
