Launching ballistic missiles from a sub may be a red line: we can monitor stationary sites, and even mobile ones, but the whole point of underwater launch capabilities is ability to launch unexpectedly both in time & location. Hitting Japan’s UN-recognized territorial waters just exacerbates the issue, and lends greater legitimacy to a kinetic response.
Don’t expect that this sub launch was unexpected. It might have surprised Obama or Clinton, but methinks Trump has been waiting for this and had good response plans in place.

Well, hmmmm. I just watched the whole thing. It was in the white house roosevelt room.
This missile was in air for 50 minutes, went 2500 miles high and 620 miles downrange.
Only purpose of such a trajectory is to make the final tests on their re-entry warhead.
Such missile fired on a war ballistic trajectory would easily have flown as far as 5600 miles, deep in to US.
Mattis (live) said South Korea fired several missiles back into the sea off the coast of Korea. Don’t know how far off the coast.
