Even though I am an anal, sarcastic, sardonic type, I like to think that 96.3% employed sounds a whole lot better than 3.7% unemployed.
Kind of like asking why do the Gas Cos/Govt still charge the .9 per gallon.

2.329 per gallon is NOT 2.32 it is, in essence 2.33 per gallon yet try to convince anyone (BUT me and the person I am talking to) different.
