Weeks after Gov. Jerry Brown signed AB 19, which waives fees for first-time freshmen at California community colleges, officials in the Los Rios Community College District are wondering where the money will come from to pay for the tuition breaks.
AB 19 would expand upon the current fee waiver for low-income students, recently renamed the California Promise Grant. The new grant would waive the first year of fees for all first-time, full-time students attending a California community college, regardless of need.
Los Rios supported the bill, but spokesman Gabe Ross recently expressed concern that money could wind up being diverted from the districts general operating funds.
As is always the case, the devils in the details, Ross said. Our position was one of support, but we want to make sure that were not robbing Peter to pay Paul.
In its August analysis of AB 19, the finance department said the bill creates significant new and ongoing Proposition 98 General Fund costs that are not included in the Governor's Budget plan. The Department estimated that this strain, coupled with the loss of student fee revenues, could reduce funding for community college districts by anywhere from $30 to $50 million.

IIRC about 1/2 of community college students are part-time. People getting certifications for plumbing, welding, etc
Only a couple hundred bucks per semester in the 70s.

And in the ‘60s community college was free in California. U of C was $90/semester—not $90/semester hour.

Actually, most got phony PhD’s and were way OVERPAID.

I wonder what the campus crime rates (sexual assault numbers) are these days, what with illegals and assorted third-world diversifiers slithering around openly, barely masquerading as students.
Did they simply install “Predator-free Zone” signs and call it a day, or what?
