They use the bleep so the audience will know the speaker used a cussword or something like that, because using cusswords is cool. They could simply silence the cusswords if they wanted to.

They were bleeping it because it was being used as an expletive, which some people would find offensive. Thy weren’t consistent; as they allowed the use of ‘God’ as an expletive to slip through.
Personally, I found having to sit through a five minute clip of the View very offensive.
