Northern California would encompass almost the entire upper part of the state, including the Bay Area and Sacramento; California would include the Los Angeles area and extend along the coast through Monterey County; Southern California would include everything else, including Orange County, San Diego and Fresno, a map of the proposal showed.
Southern California would be the most populous of the three states, with 13.9 million residents, according to Californias Legislatives Analysts Office. Northern California would have 13.3 million residents, while California would have 12.3 million.
The citizens of the whole state would be better served by three smaller state governments while preserving the historical boundaries of the various counties, cities, and towns, Draper wrote in a statement of findings, according to the Times.

It’d be perfect if they stretched the “California” map a touch more to the north and south, sucking up the rest of the libscum and consolidating them all in one place. Then we’d have ‘em surrounded.
I agree, sheer lunacy. Northern California aside from the liberal Democrat San Francisco Bay Area coast and corridor to Sacramento, is conservative and some would say redneck. Upper and inland Northern California has nothing in common with San Francisco. Upper Northern California needs to be its own state, apart from San Francisco Bay Area.
On that proposed plan of Northern California, California and Southern California, the SF Bay Area should be combined with the (new) California region including the coast to Los Angeles. The rest of the (new) Northern California should be combined with the (new) Southern California to become (a new) East California, or become a separate state. That would make more sense if you're dividing the state into two or three parts. Some would say that old California should be divided into four to six parts, and that would also make sense.
This ballot initiative is doomed to failure.

As “new” states, they would have to be approved for inclusion I believe. So, we could just pick off just the most conservative of the bunch and let the rest stand alone.
