With the resignation of Dana Boente on Friday as U.S. attorney for the Eastern District of Virginia, President Donald Trump has an opportunity to replace another Obama-era holdover in the Department of Justice line of succession. If Trump demands that the department fire Special Counsel Robert Mueller, and if enough officials resign or get fired rather than carry out his order, the decision to do so could fall to Boentes successor.
That story gives credence to theory that boente resignation triggered indictments
Apparently Boente didn't resign under duress. The report I saw indicated that he'd be staying in the job until his replacement is named and confirmed.
Is Mueller scrambling?
I think so.

It may be a tactic for Mueller to lock up the investigation (S) into his domain.
Bring charges and insist that any potential “Witnesses” in any other investigations by Congress are put in a position that they Can’t say anything because of the “Ongoing” Criminal trial.
The more I think about it, I’m sure that this is what Mueller is doing.
