It ain’t just tax breaks.
Amazon - a publicly traded company subject to SEC and other regulations - is demanding and receiving absolute secrecy from local and state governments who are subject to FOIA disclosures.
Vain local politicians love being part of the inner circle but nevertheless give frequent media interviews. In scenes worthy of a Mark Twain novel they constantly mutter that ‘they can’t say too much’ and ‘without going into detail’ - which obviously renders the interviews pointless.
What they will never say is that they are picking winners and losers at Amazon’s behest, despite Amazon having more cash on hand than any existing local business. The existing businesses get to pay Amazon’s considerable share of taxes for 7-10 years (likely) AND they get to fund all manner of ‘civic improvement’ to comply with Amazon’s bizarre and extensive list of demands.
And what are those demands? Well, Amazon is most definitely a political animal given the political mania of Jeff Bezos. Amazon/Bezos demand that Logan’s Run-style downtown areas are established where the peasants must work and play and all needs and wants are provided. Amazon doesn’t want to be in a suburban office park despite a suburban office park making the most sense for their plans. No, they want to be downtown. For most cities this means razing large swathes of buildings or reclaiming brownfields. Both of these require large expenditures. Amazon wants pedestrianized streets, the usual money-pit of public transport, parks, trails, etc. etc. Again, a suburban setting would offer all of these but Amazon wants to beat the Republican-leaning voters over the head with their expensive, artificial brand of urban renewal.
In sum, Amazon is advocating a bifurcated society (again) where the proles live in rabbit warrens and the elites live in greenbelts.

FWIW, Calgary made a submission to Amazon but Calgary’s chances are most likely poor. Calgary has a slight, outside chance since comrade Nenshi was unfortunately re-elected as Mayor last Monday. He is a big supporter of LGBTQ demands and a mohamedan besides, so he has the pedigree that people like Besos crave. Couple that with lefty Premier Nuttley and left PM Turd-owe, Calgary has an outside chance.
The obvious place is one of the Amazon countries...Brazil, Colombia, Peru, maybe Ecuador. Low labor costs.
The price Georgia is willing to pay is an end to religious liberty. An Amazon payroll will buy gay weddings in any venue!
