The Trump administration on Wednesday circulated a draft resolution at the United Nations Security Council that would effectively empower the United States Navy and Air Force to interdict North Korean ships at sea, inspect them to determine whether they are carrying weapons material or fuel into the country, and use “all necessary measures” to enforce compliance.

This could be an effective tactic IF China and Russia and the others were to agree to stand together against NK. I am doubtful that will happen.

Actually it is still a good tactic even if no one goes along because it demonstrates that the U.S. tried to work with the world community via the UN and exhaust all diplomatic and economic options before resorting to military means. Trump wants to leave no stone unturned.

This is an astute political move IMO.
