We did a similar thing in Chino many years ago. Free room and board, a job, clothing, arts & crafts, fresh air and a chapel.

I have another solution that would lead to peace, their education and lives as productive citizens. They would come to officials to pay a monthly stipend to keep my solution from happening to them. All it takes are the correct actions to solve all of this.
