The Gulf apparently is unseasonably warm.
Drop thousands of tons of ice cubes into the Gulf?
Hook ice chunks that have broken off of Antarctica and haul them to the Gulf?
Create and run a giant mixer-like apparatus to churn the water in the Gulf and maybe cool it a degree or two?

The water content of Harvey wasn’t any greater than any other major hurricane to hit the US. The only reason the rainfall amounts were historic is because the system stalled for five days.

We've only been measuring rain for about 150 years, if that. 10,000 years ago, the place I'm sitting was buried under hundreds of feet of ice. Three million years before that, it was sub-tropical. Thirty million years before that, it was 200 miles out in the Pacific Ocean, which then extend to what is now Idaho.
Yes, I believe in radical climate change and geological upheaval, which is why I am reluctant to interpret every major weather event as something unprecedented or as driven by human-generated CO2.
