The turn was after the collision and there’s no dispute about that. Early reports were just conflicting, is all.

OOD hasn’t been named as the investigation is still underway and it could be anyone qualified by the CO as such (I’ve seen NCOs picks up an OOD letter on smaller ships, Pegasus class etc).
Press doesn’t have the info because it hasn’t leaked and should t while the investigation is underway

When the time differences in the plot of the two ships are resolved, it appears the civilian ship impacted, turned around and came back to the destroyer to try to help, then was told to leave the site of the impact by “somebody” on the destroyer.

What's not in question is the failure to lead. Someone on the bridge had to have known how bad the situation was.

My father, a Kings Point graduate who was both a naval officer and a merchant mariner before taking up law, was appalled at the Fitzgerald collision and loss of life. Intuitively, his explanation was that the officer on deck was not paying sufficient attention. At night, in congested waterways, it does not take much of a mistake to get into serious trouble, and my father's experience was that, credentials and rank aside, some people lacked the innate sense of diligence and care that being the officer in charge of a ship requires. No wonder then that the name of the OOD is suppressed by the Navy. He likely has a record of irresponsibility and mistakes that would implicate the entire chain of command and the personnel system in putting an unsuitable officer in charge of a ship's navigation at night.

I think when all the dust settles...there’s just two guys standing there...some junior-junior Petty Officer and some mid-grade Petty Officer. Maybe the OOD had some brief reason to step out for fifteen minutes....maybe to take a smoke even. But I suspect we will find that there was no element of leadership standing there and reviewing actions.

In my day, we didn’t abandon our watch unless properly relieved by a qualified watch-stander.
This doesn’t seem likely to me.

To your point, I have seen what were supposed to be reasonably intelligent and supposedly qualified people simply drive an operation onto the rocks and not exhibit a single shred of remorse or alarm. They apparently just don’t understand or care about the cascade of horrible events that can follow their failures.
Secondly, that the identity of the real person responsible for this collision or that of the McCain has not already been leaked out is a testimony to intimidation of the very impressionable youngsters of the crews. The OOD will be known to those who pay attention.

The reason we have none of these facts is because this is the subject of a board of inquiry, which must complete an investigation, release findings and recommendations, including assignment of responsibility and recommended actions, which could include recommendations for courts martial if criminal dereliction of duty.
There are the rights of the to be accused to consider here.
