Why does it need to be “comprehensive”?

Frankly, any plan that comes out of congress billed as “comprehensive” means that it it crammed with “compromises”.

Pass some finite positive measures.

Supreme court.taxes, gun control, global warming etc. Having said that, these current congressional leaders suck.
