Why does it need to be “comprehensive”?
Frankly, any plan that comes out of congress billed as “comprehensive” means that it it crammed with “compromises”.
Pass some finite positive measures.
When did it become, “Comprehensive?” I thought it was repeal, “Root and branch.”
