I suspect they intend to try to pass state regulations and taxes aimed at comparable reductions in emissions etc., funding more green initiatives, sending money to international green funds and 3rd World support, etc.
Yep. And that's actually the way our country was set up to run. There was a time when the individual states were known as the "laboratories of democracy" and each state was free to go its own way with all matters not expressly given to the federal govt to handle by the Constitution - of which anthropogenic global warming was not one. I think this move by these states is a great thing. Let's get on with the experiment! Now, if I was a citizen of one of these fine states I'd be looking to move out real quick, but hey, that would be my right as a citizen of this fine country.
