President Trump has made his decision to withdraw from the Paris climate accord, according to two sources with direct knowledge of the decision. Details on how the withdrawal will be executed are being worked out by a small team including EPA Administrator Scott Pruitt. They're deciding on whether to initiate a full, formal withdrawal — which could take 3 years — or exit the underlying United Nations climate change treaty, which would be faster but more extreme.
Why this matters: Pulling out of Paris is the biggest thing Trump could do to unravel Obama's climate legacy. It sends a combative signal to the rest of the world that America doesn't prioritize climate change and threatens to unravel the ambition of the entire deal.
How it happened: A letter from 22 Republican Senators (including Mitch McConnell) that called for a clean exit had reinforced Trump's instincts to withdraw, and the president had been telling confidants over the past week that he was going to pull out.

The President needs to turn the Paris Accord over to the Senate, and let them vote on it, as it is, in fact, a treaty. The Constitution compels them to do so. This should not be decided by the President alone.
It's not merely the right and legal way to handle this, it would also shift the burden of any negative fallout onto Congress, where it belongs.
When the announcement is made, it will pointedly be noted that the US Senate never ratified any treaty anyway. The president can lay the blame on Obama and the Senate. Trump will take himself off the hook.

Andrew McCarthy wrote an oped talking about article 18 of the Treaty on Treaties and Rush highlighted it today. Turns out the Treaty on Treaties has not been ratified either. Doesn't mean we are not acting like it has been ratified though. You probably thought your government was not watching out for you.

Trump has to pull the US out of the awful Paris climate agreement, either by executive action or by submitting this treaty to the senate for ratification. It’s simply not possible for the United States to reach the CO2 emissions targets in this agreement by 2025 without a severe economic recession. It’s astonishing that the previous administration actually agreed to this disastrously bad deal for our country. The agreement requires us to cut our greenhouse gas emissions by 2.3 to 2.8% per year from 2020 to 2025. That’s not possible without a serious recession caused by some kind of economic shock event or a big tax on coal and oil products, which would also cause a severe recession.
I’d like to see Trump quietly assign our very best scientists at the weapons labs in the Energy Dept. to a part-time project of developing a new climate model—a model that actually forecasts temperatures accurately. The current models greatly over-forecast temperatures and need to be overhauled or completely scrapped and replaced with a new model developed from a clean slate. The existing models are extremely inaccurate at temperature forecasting, and I suspect there are serious fundamental flaws in the underlying scientific assumptions in these models. I suspect that climate scientists in government and academia jumped into the forecasting business before they did enough basic research into atmospheric physics and the hundreds of other factors that affect the earth’s climate.
To uphold sovereignty and common sense, he has to do the right thing.

In terms of honesty, there are way too many falsified studies on global warming and too much ambiguity to warrant the accord. Like Solyndra and other frauds, Al Gore’s fear mongering has been shown to be utterly and laughably false.
In his 2006 film, Gore warned, “If Greenland broke up and melted or if half of Greenland and half of West Antarctica broke up and melted this is what would happen to the sea level in Florida [animation shown with much of the state underwater].”
Based on the best evidence currently available, pulling out of the accord seems to be the only honest & right thing to do.
President Trump deserves respect for his courage to do the right thing.
