The President needs to turn the Paris Accord over to the Senate, and let them vote on it, as it is, in fact, a treaty. The Constitution compels them to do so. This should not be decided by the President alone.
It's not merely the right and legal way to handle this, it would also shift the burden of any negative fallout onto Congress, where it belongs.
