I recall very early on, one of the reporters mentioned that the bomber was acting as a mule for the attack and someone else set the bomb off. He didn't seem to be guessing at this.
I suspect this was one of the pieces of information they didn't want floating around that early in the investigation.

The Home Secretary suggests the "operational integrity" of the investigation was at risk. To put "operational integrity" at risk requires two elements that appear to be absent: a recognizable operation and integrity.
The main risk appears to be having a Home Secretary named "Amber."
