No, it's an affirmation of the realities on the ground because of Obama's fecklessness in leading on the Syrian issue and allowing Russia to step into the void and change the calculus of the situation.

Emphasis: “at this stage”

The Kurds were given autonomy by Assad only so long as they didn’t actively participate in the civil war (fight Assad).

There is an old Kurdish proverb: “No friends but the mountains”.
