There is no need for funding for the wall now. The design phase is going forward now with bids being received. Funding will be needed for the construction phase, but there is time for that. No doubt, there will also be lawsuits to be resolved along with some need for eminent domain. And add to that environmental impact statements.

Trump is committed to building the wall and it will be done.

"Early on in this debate, Democrats clearly laid out our principles," he said. "At the end of the day, this is an agreement that reflects those principles."

I thought republicans won last few times around?

Federal spending plan reimburses New York City for Trump security

By Hilary Russ | NEW YORK

A federal spending agreement reached late on Sunday will reimburse New York City for money spent securing U.S. President Donald Trump and his family at Trump Tower in Manhattan.

Altogether, New York City and other state and local governments that have hosted the president would receive $61 million in the latest federal budget deal.

Officials in Florida’s Palm Beach County, home to Trump’s private club Mar-a-Lago, have also asked for help in paying security costs.

“We are getting what we are owed,” Mayor Bill de Blasio said in a statement on Monday. “That’s good news for our city and the hardworking police officers faced with this unprecedented security challenge.”

He and Police Commissioner James O’Neill worked for several months with New York’s congressional delegation to have the funds included in the deal, he said.

Congress is expected to approve the legislation by the end of the week.

The deal includes $20 million for costs incurred between Election Day in November and Inauguration Day in January, as well as $41 million after Trump was sworn in.

The funding, which must be shared with other local governments, is on top of the $7 million allocated last fall.

The city spends on average $127,000 to $146,000 a day for the New York Police Department to protect First Lady Melania Trump and the couple’s young son when President Trump is not in town.

Those costs are expected to swell to a daily average of $308,000 when Trump is in the city, the mayor’s office said.

Their home atop the 58-story skyscraper on Fifth Avenue near Central Park is the site of regular protests and is in an area popular with tourists.

When outlining his $84.9 billion executive city budget for fiscal 2018 on Wednesday, de Blasio said the city normally handles occasional visits from Presidents, but not ongoing costs to keep the First Family secure in Trump Tower.

The bipartisan deal struck Sunday night would increase defense spending and provide $1.5 billion in new border security spending aimed at repairing existing infrastructure and increasing technology, though it would not allocate any new funding for a Southern border wall with Mexico despite the president’s insistence. Under the plan, Congress would provide $15 billion in supplemental funding requested by President Donald Trump to fight terrorism, though $2.5 billion of that is contingent on the White House presenting Congress with a plan to fight the Islamic State.

And remember. Trump campained on the promise that MEXICO will pay for the Wall. So I don't give a care if taxpayer funding is included or not. This is a low priority issue.

The money quote:
Chuck Schumer of New York called the deal "a good agreement for the American people"

What more do we need to know than that …

Too early for hand-wringing and pearl-clutching. Trump is moving ahead with his immigration agenda despite the obstacles put in his way. I will be concerned if at the same time next year Trump has not advanced. 101 days in office is not the time to panic.

Again, it is important to remember that the design phase is proceeding ahead. No construction can proceed until that is done. I have been involved in multiple USG construction projects. The first phase is site acquisition followed by design and then construction.

RINOs did. And they are historically like this.
Franklin Roosevelt’s rapid conversion from Constitutionalism to the doctrine of unlimited government is an oft-told story. But I am here concerned not so much by the abandonment of states’ rights by the national Democratic Party — an event that occurred some years ago when that party was captured by the socialist ideologues in and about the labor movement — as by the unmistakable tendency of the Republican Party to adopt the same course. […] Thus, the cornerstone of the Republic, our chief bulwark against the encroachment (on) individual freedom by Big Government, is fast disappearing under the piling sands of absolutism.

The Republican Party, to be sure, gives lip service to states’ rights. We often talk about “returning to the states their rightful powers”; the Administration has even gone so far as to sponsor a federal-state conference on the problem. But deeds are what count, and I regret to say that in actual practice, the Republican Party, like the Democratic Party, summons the coercive power of the federal government whenever national leaders conclude that the states are not performing satisfactorily. …

The Conscience of a Conservative (1960), pp. 24-25
This book needs to be re-read, in public where possible.

This is 3D chess by Ryan. Clearly this is just a clever ploy to take money away from the Dims by showing their donors he can do a better job of passing the leftist agenda.

Why do I have a sinking feeling that in 2020 we will all still be mindlessly chanting “LOCK HER UP, REPEAL OBAMACARE, BUILD THE WALL” and meanwhile Hillary will still be free, Zer0care will still be the law of the land and nary a brick for the wall will have been laid?

.... WINNING!!!!! ...... Like Trump said .... we would get tired of WINNING!!! .... Heck .... he was absolutely right yet again!! Yup ..... I'm already tired of winning ..... Because it is always the minority Democrats that are constantly winning .... And the Blowhard Airhead Republicans keep losing ....

..... The Republicans are basically a neutered Non-Party ... so I think if we really want to be honest about the Republican Party we might as well elect Caitlyn Jenner to be the new spokesperson for the party. Jenner is truly the physical and mental manifestation of the GOP.
