A Russian navy ship has sunk after it collided with a Togo-flagged vessel off the Turkish coast on Thursday, shipping agent GAC said.
The Turkish coast guard said that all 78 personnel in the Russian intelligence vessel named Liman have been rescued.

The nature of the times leads me to conclude this probably wasn’t a mere accident.

The Russian reconnaissance ship, had more sensors than a fleet of self driving cars!
But did not notice a cargo ship, because of fog?

Doesn’t seem all that far-fetched to me... an old, and apparently none-too- seaworthy russian ship carrying “detection equipment” sinks in a barge accident 29 miles or so off the Bosporus strait.. Maybe they planned the accident to plant surveillance equipment in one of the busiest shipping lanes in the world.... Nah! That couldn’t be.

If that becomes zero then a ship is required to stop. If stopping the ship would otherwise endanger the vessel then they must anchor.
They are also required to ring a bell or sound a fog horn.

Flagged ship means little. Russians and the Chinese both have run into U.S military ships with civilian flagged vessels.

Would be near impossible to have a catastrophic collision under such rules.
My first thought is they were deeply engaged in a recon mission at the cost of situation awareness?
Or as suggested, impaired operators.
