It has to be built, true. But, it can be done without wasting political capital via a government shutdown.
Trump simply needs to divert money from somewhere else and order it built. Congress authorized a wall be built in 2006.

Ann is spot on with this one.
He can nominate the greatest constitutionalists to the supreme court and rev up the economic engine of the country and get unemployment down below 3% and it won’t mean a damned thing if the wall remains un-built and the border remains open.
